Shibuya Crossing at night seen from a high floor, with buses and crowds on the lit scramble

Shibuya at night: what to do, where to drink, how to stay safe

Shibuya at night means the lit Scramble Crossing, SHIBUYA SKY until 22:30, and small bars in Nonbei Yokocho and around Center Gai. Drinking in the street is banned around the station from 18:00 to 05:00 every night. For Halloween 2026, roads close from 16:00 on 30 and 31 October and the Hachiko statue is boarded off.

Shibuya at night is the lit-up Scramble Crossing, the city view from SHIBUYA SKY until 22:30, and small bars tucked into alleys like Nonbei Yokocho. It is busy every evening and safe by most standards. Two rules matter: drinking on the street is banned around the station from 18:00 to 05:00 every night, and the UK government warns of drink spiking in Shibuya’s nightlife areas.

If you are here at the end of October, the Halloween 2026 measures change the picture again. They are further down.

What to do in Shibuya at night

See the crossing after dark

The crossing looks best at night, when the screens on the buildings are lit. Cross it a few times, then go up. The free Shibuya Hikarie 11F Sky Lobby is open until midnight. The MAGNET by SHIBUYA109 rooftop costs ¥1,800 with one drink, cashless, with last entry at 21:30. Both are compared in our guide to the best view of Shibuya Crossing.

SHIBUYA SKY at night

The rooftop is open until 22:30, with last entry at 21:20. Tickets from 15:00 cost ¥3,400 online (checked October 2026). You can stay as long as you like once you are in, so an evening slot covers both dusk and the lit city. The roof closes in strong wind or rain; the indoor 46th floor stays open.

Bars and izakayas

The best of Shibuya’s drinking is small and hidden.

  • Nonbei Yokocho, “Drunkard’s Alley”, is a short alley beside the Yamanote tracks with a few dozen tiny bars. It grew out of post-war black-market stalls.
  • The Center Gai backstreets and Udagawacho are where the bar crawls and the sake tasting below take place, in small bars that are hard to find alone. Center Gai is the place to start.
  • Under Miyashita Park, the building below the rooftop park has a lantern-hung yokocho (food alley), which several night tours use as a starting point for bars. Miyashita Park has its own guide.
  • Dogenzaka and Maruyamacho, on the slope south-west of the station, are where nightlife guides place Shibuya’s big clubs and live music halls, such as WOMB. The same guides say club nights often start around midnight and run until 5:00.

If you would rather not guess which door to open, the Shibuya Local Bar & Izakaya Crawl Tour takes you to three small bars and izakayas in the backstreets. The fee covers the guide; food and drinks are paid separately in cash, and it is for over-20s only. Other evening options, including sake tasting and night photo walks, are on our Shibuya tours page.

Rules for drinking, smoking, litter and touts

Rule Since Where Penalty
No drinking on streets, in parks and public places, 18:00 to 05:00 1 October 2024 Around Shibuya Station: the crossing, Center Gai, Dogenzaka, Miyashita Park area, Maruyamacho None; staff ask you to stop
No littering 1 June 2026 All of Shibuya ward ¥2,000 on the spot, cashless accepted
No smoking outdoors except at designated smoking areas, heated tobacco included April 2019 (fines since July 2019) All of Shibuya ward ¥2,000 on the spot
No street touting, or waiting to tout Revised ordinance in force 1 April 2025 Ward-wide on public property; stricter within 700 m of Shibuya Station Up to ¥50,000 for persistent touts; bars that take touted customers are also in breach

The drinking ban comes from Shibuya City’s ordinance on a safe environment around Shibuya Station, first passed in 2019 for Halloween and New Year only and extended to every night in 2024. The littering fine started on 1 June 2026, and the ward says about 1,400 people paid it in the first four months. Drink inside a bar, smoke only in a marked smoking area, and carry your rubbish until you find a bin.

Shibuya Halloween 2026

Shibuya City’s theme for 2026 is “Goodbye Bad Halloween”, announced by Mayor Ken Hasebe on 30 September 2026. The ward has discouraged Halloween crowds since 2023, when it said Shibuya was “taking a break from Halloween”. In 2024 about 15,000 people came, against 60,000 expected. This year 31 October falls on a Saturday, so the ward expects more.

Date and time What happens
Fri 30 October, 16:00, to early 31 October Roads around Shibuya Station closed to vehicles
Sat 31 October, 16:00, to early 1 November Roads closed again
30 October to early 1 November Checkpoints and traffic control as needed; parking meters near the station out of use
30 October to 1 November Hachiko statue boarded off
Night of 31 October Shops in and around the no-drinking zone asked not to sell alcohol (voluntary)
31 October to morning of 1 November Litter patrols raised from 9 to about 35 staff
Sat 31 October SHIBUYA SKY may refuse entry to costumes it judges unsafe; the QFRONT Starbucks closes at 19:00

The road closures are from the Shibuya City newsletter of 15 October 2026. Smoking areas near the station close and the LUUP e-scooter ports are suspended, as in past years. Temporary rubbish points open at the Udagawa police box on 30 and 31 October, and at Hachiko Square on the 31st.

If you want to see costumes, go early and expect a heavy police presence and closed streets. If you want a normal night out, pick another district that weekend.

Is Shibuya safe at night?

Shibuya is safe by most standards. The US State Department rates Japan at Level 1, “Exercise normal precautions”. The specific risk is in bars.

The UK Foreign Office says the Japanese police have named four high-risk zones in Tokyo: Kabukicho, Roppongi, Shibuya and Ikebukuro. It reports more cases of drink spiking and credit card fraud, mostly in Kabukicho, and advises visitors to see a priced menu before entering a bar and not to follow street touts into bars. The US government’s security reports describe the same pattern, with drink spiking leading to robbery and huge bar bills. Australia’s embassy warns that police may not open an investigation if a victim cannot remember what happened.

Touting is illegal here. Since 1 April 2025, Shibuya City’s revised anti-touting ordinance bans touting on public property across the ward, with stricter rules within 700 m of the station and fines of up to ¥50,000 for persistent touts. Tokyo’s own nuisance-prevention ordinance also bans touting for sex businesses in Udagawacho (which includes Center Gai), Dogenzaka 1-chome and 2-chome, and Ebisu-minami 1-chome. So anyone on the street inviting you into a bar is already breaking the rules, and that is your warning sign.

Practical rules for a night out:

  • Walk in somewhere you chose yourself. Do not follow a tout.
  • Ask for the menu and the cover charge before you sit down.
  • Keep your drink in your hand and do not accept one from a stranger.
  • Pay as you go, and check card slips before you sign.
  • Know how you are getting back. For hotels close to the action, see where to stay in Shibuya.

Questions people ask

Is Shibuya worth visiting at night?

Yes. The Scramble Crossing is at its most photogenic after dark, when the screens are lit, and SHIBUYA SKY stays open until 22:30 with last entry at 21:20. The best drinking is in small places: Nonbei Yokocho's tiny bars, and the izakayas in the backstreets around Center Gai. Remember that drinking on the street is banned from 18:00.

Is Shibuya safe at night?

By most standards, yes. The US rates Japan at its lowest advisory level. But the UK government lists Shibuya among Tokyo's high-risk nightlife areas for drink spiking and card fraud, and advises seeing a priced menu before you enter a bar and never following street touts inside. Keep your drink with you and pay as you go.

What are the Shibuya Halloween 2026 rules?

Roads around Shibuya Station close to vehicles from 16:00 on Friday 30 October and again from 16:00 on Saturday 31 October, each until early the next morning. The Hachiko statue is boarded off from 30 October to 1 November. Shops near the station are asked not to sell alcohol on the night of the 31st, and the year-round 18:00 street-drinking ban applies.

Can you drink on the street in Shibuya?

Not around the station after dark. Since 1 October 2024, a Shibuya City ordinance bans drinking on streets, in parks and other public places in the zone around Shibuya Station every night from 18:00 to 05:00. The zone covers the crossing, Center Gai, Dogenzaka and the Miyashita Park area. There is no fine; staff ask you to stop.

What time does Shibuya nightlife close?

It depends on the place. SHIBUYA SKY's last entry is 21:20 and it closes at 22:30, the MAGNET rooftop takes its last guests at 21:30, and the Hikarie Sky Lobby stays open until midnight. Bars set their own hours, and nightlife guides say club nights in Maruyamacho often start around midnight and run until 5:00.
